Description:

  • Oversees compliance with the Environmental, Safety & Health program for both the field work environments including contractor and subcontractor activities.
  • Supports the Deputy Program Director for the Delivery of Water Projects portfolio in all aspects of the delivery for the associated area.
  • Acts in place of the Deputy Program Director when the Deputy Program Director is absent from site on rotational leave.
  • Manages the relationship with the client counterparts and other stakeholders.
  • Leads communications and presentations to NEOM customer team.
  • Supervises the development of scope of Regional Infrastructure budgets and schedules.
  • Formulates and recommends project delivery strategies, plans, and programs for the orderly execution of projects within the Delivery Sector
  • Ensures integration of the project organizational structure, including off-project functional and specialist support. Reinforces roles, responsibilities and authorities to project team members/partners and the Customer.
  • Ensures scope and objectives are defined and adhered to, best practices/lessons learned reviewed by and collected from project teams, detailed work plans, schedules, and KPIs are established, and project procedures are observed. Obtains concurrence by the members of the project team, functional management and the Customer. Ensures integration of multiple execution units and entities.
  • Monitors and controls all contractual commitments to ensure that project teams are executing their roles and responsibilities within the bounds of the contract, that a trend program is in place, that change orders and claims are processed in a timely manner. Ensures that all Customer communications on the prime contract are documented. On behalf of the Customer, ensures project delivery teams are managing the Customer’s contractors. Provides guidance to the Customer within the requirements of the prime contract.
  • Holds the PMC and Contractor delivery teams accountable for delivery to safety and quality requirements and cost and schedule constraints.
  • Establishes and implements PMC staffing plans for the projects in the Delivery Sector based on skill sets required and schedule.
  • Regularly monitors the progress of active projects and ensures that responsible actions are being taken by members of the project team.
  • Assists in the training of new project managers and other project personnel in key positions through both formal training courses and on-the-job training. Establishes a plan to provide training opportunities for project personnel.
  • Promotes the management concept of Continuous Improvement (CI) among all members of the project team. Leads the CI process for the Customer and Bechtel. Promotes, monitors and mentors the concept of total installed cost (TIC). Initiates, promotes and continually practices team building.
  • Facilitates with project team the development, communication, implementation, update and continual use of the Project Execution Plan.
  • Conducts periodic project and Customer meetings consistent with the project communications plan to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution.
  • Directs the activities of assigned staff and provides for proper delegation of management authority, responsibility, and accountability.
  • Ensures that interdepartmental problems are resolved promptly and that an integrated approach is followed in the performance of the project.
