Major Responsibilities

  • Ensuring compliance with Employer’s technical operating requirements.
  • Ensuring complete and comprehensive design and subsequent implementation of contractors’ operation integration activities throughout the project lifecycle.
  • Ensuring the complete and comprehensive design and subsequent delivery of both rail systems including the depot and termini.
  • Ensuring contractor assurance documentation is delivered and completion certificates issued.
  • Addressing interests of stakeholders or other interested third parties in their allocated area of responsibility; assuring compliance; managing undertakings and assurances and monitoring evidence of compliance.
  • Communicating quality requirements and ensuring that proper processes are identified and implemented by contractors and subcontractors to achieve contractual self-assurance; conducts surveillances to document compliance.
  • Inputting to scope and change management, value engineering and optimal contractor involvement efforts to refine scope to incorporate best value for the Client in line with their requirements.
  • Provide technical oversight to activities relating to the development and delivery, by the contractors, of the O&M deliverables.
  • Provide data and knowledge to quantify the expected performance of the railways in terms of RAM targets.
  • Support the ongoing development of the NEOM O&M Strategy, O&M Plans as well as the Operational Concepts.
  • Ensure and oversee that System and Operational safety requirements (contract & derived) are adequately developed, captured and addressed and verified.
  • Communicating Safety & Health requirements in regard to intermediate and end-use operation, including identification of proper processes and implementation by contractors and subcontractors to achieve those requirements.
  • Monitoring provision of the Contractor’s hand over and completion documents more specifically Operations and Maintenance documentation and Health and Safety files
  • Take care of self and others’ health and safety, including mental well-being.
  • Report to the Rail Systems Director and work closely with Project Managers, Rail Systems design and delivery teams, Interface and Integration Team, Head of Rail Commissioning and Handover.
  • Representing the Employer.

Qualifications And Skills

  • Engineering Degree from an accredited university with 25+ years of relevant experience in Railway System Project Management.
  • Significant experience in railway operations and the managing of its design/installation/ integration stages, both high speed and freight systems
  • Proven track record of participating in the design and intermediate, partial and final handover and operation of large-scale projects.
  • Technical familiarity of Rolling Stock and Rail Systems, Systems Integration, Logistics, Testing & Commissioning
  • Ability to effectively manage staff a project team in a matrix organization.
  • Knowledge of continuous improvement methodologies.
  • Knowledge and experience in contracts/subcontracts formulation, risk analysis, negotiations
  • Knowledge of cross functional work processes and interface knowledge, Quality management and the ability to manage the relationships/interfaces with management and functional groups.
  • Accreditation and/or qualification in Project Management or demonstrated equivalent advanced skills in Project and Programme Management
  • A professional license from a recognized licensing or registration board.
  • Strong, proven leadership skills and experience of managing large, interdisciplinary teams in a multicultural environment.
  • Excellent interpersonal, analytical and communication skills (oral and written).
  • Willingness to relocate to the job site in Saudi Arabia.
  • Proactive, supportive, questioning, challenging and result driven.
  • Hard working and motivated with high self-initiative.
  • Ability to manage multiple assignments, changing priorities and work with ambiguity.
