About the job

Essential Job Duties

  • Executes work against established project management policies, plans, and programs for the orderly execution of projects
  • Establishes and implements staffing plans for the project management function on proposals, programmed overhead, and awarded projects
  • Regularly monitors the progress of active projects and ensures that responsible actions are being taken by members of the project team
  • Reviews and approves project execution plans, project plans and programs, and other critical project plans and/or documents
  • Supervises assigned staff and provides for proper delegation of management authority, responsibility, and accountability
  • Ensures that project related problems are resolved promptly and that an integrated approach is followed in the performance of the project
  • Reviews and approves the release of project cost estimates, schedules, major trends, and forecasts to customers. Also reviews and approves major changes or deviations to these control documents.
  • Responsible for the assembly of procurement and bid packages for contractors and the leadership of the procurement actions to contract award
  • Responsible for a team who have construction oversight and compliance of contractor’s, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes
  • Coordinates with Engineering Department to ensure complete design packages are issued to Contractors as well as resolving Technical Queries (TQ’s), Request for Information (RFI) and Field Changes
  • Lead and coordinate with contractors, engineers, client, and other stakeholders
  • Engages with stakeholders at project level when required to improve underperformance
  • Ensure the closure of each project is systematic and complete in all respects
  • Maintains an effective relationship with other functional departments and coordinates all jobsite contractual activities

Qualifications, Experience, Job Knowledge And Skill Set Requirements

  • A recognized bachelor’s or master’s degree in Civil /Structural or relevant Engineering discipline
  • Minimum 20 years of experience in construction projects
  • Experience of leading pre-construction activities such as issuing Requests for Proposals, evaluating bids and contractor mobilisation
  • Experience in a leadership role on large civil scope projects in either a contractor or a Project Management Consultant (PMC) team
  • Experience in large civil projects with significant earthworks, piling and concrete works scope
  • Experience in similar role, with a contractor or PMC company with construction responsibility
  • Experience of cut and cover tunnel methodology using both precast and cast in situ concrete
  • Experience of construction of concrete structures and buildings such as stations or terminals
  • Experience of managing precast concrete operations and site concrete batch plant and materials testing lab operations
  • Experience of leading contractors through the initial phases or remedial works for very large concrete operations, selection of formwork suppliers, familiarisation with tunnel waterproofing systems and optimising concrete production output
  • Experience managing relevant project functions of ES&H, Quality, Construction, Contracts, Project Controls and Field Engineering
  • Thorough knowledge of international standards and specification and codes as applicable including safety procedures and practices associated with the construction works
  • Experience of working with earthworks and concrete specifications such as ACI, ASTM and AASHTO suite of codes
  • Thorough knowledge of international standards and specification and codes as applicable including safety procedures associated with civils construction works
  • Thorough knowledge of the Saudi Arabian Building Code requirements
  • Experience in KSA / Middle east / GCC, either on Construction Management role or Direct Construction experience on construction projects
  • Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project life cycle
  • Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor’s staff and field engineers
