Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Major Responsibilities
The Project Engineer is responsible for supporting the Area Engineering Manager to monitor and coordinate the design process for all Procure-Construct (P&C), Engineer-Procure-Construct (EPC) Contracts and Purchasing Contracts. The work will require close coordination and direct interfacing with Construction staff, Design Consultant staff and Contractor’s design team.
Supervises the engineering activity (all disciplines) on a project, or designated portions of a project, for a global business unit. Plans and directs engineering assignments on the project. Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.
Essential Job Duties
- Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers across all disciplines.
- Establishes or assists in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule. Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
- Coordinates activities among the design groups on the project.
- Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
- Manages the flow of information required from third parties to assure the timely progress of the engineering work.
- Raise trends and submit to project controls and prepare Design Change Notices.
- Take ownership of all allocated design contracts to develop Task Releases to local engineering firms (A/E’s).
- Prepare scope and design cost estimate for all allocated Task Releases.
- Liaise with Construction counterparts to ensure resolution of design and construction issues including site visits to construction sites.
- Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
- Participate in monthly area review meetings to report on project performance and resolution of engineering issues.
- Submit timely and accurate data to project controls for weekly and bi-weekly reports.
- Monitor the timely completion and response of Technical Queries (RFI, FCD)
- Review and ensure quality of A/E submittals.
- Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines within a global business unit.
- Develops design and procurement schedules for approval.
- When assigned directs engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
- Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
- Resolves field initiated questions on engineering.
- Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
Qualifications And Skills
Essential Technical:
- College Graduate with a BS degree in Civil/Structural/Architectural engineering discipline.
- Minimum of 15 years’ experience in in the analysis and design of Buildings / Facilities and infrastructure works within the facility lot boundary, coordination of multi-discipline designs and teams and experience in field of construction and/or operation of Major Buildings and external stakeholders within the Residential / Commercial Area of Cities.
- Minimum of five-year experience working in or coordinating with multi-discipline design teams in a Lead role.
- Strong professional engineering background managing the design development of complex buildings and infrastructure projects. Proven technical buildings and infrastructure design experience within residential / commercial areas of cities.
