Primary Duties & Responsibilities
- Works in confined areas such as crawl spaces, attics, utility pits, tunnels, manholes, and other confined spaces
- Works from heights such as rooftops, ledges, scaffolding, including climbing extension ladders and scaffolding;
- Moves and handles heavy objects (up to 50 pounds of weight) such as equipment, tools, and other building materials
- Sees objects that are near, far, in color, or at night, possibly including depth perception; and
- Hears speech or other sounds, possibly including sufficient sensitivity to hear sounds of low volume or in noisy environments
- Manages periodic work that requires regular and recurring periods of prolonged standing, bending, and stretching
- Performs full gamut of construction project controls report drafting and production (MS Office Suite), cost management, schedule management (Primavera), change order management, submittal management, and commercial construction required. U.S. Embassy construction program experience highly desired
- Manages the operations of the OBO/Riyadh office as related to the construction contract's cost and schedule
- Prepares reports and other control documentation
- Develops a working knowledge of all administrative requirements of the construction contract and required contract deliverables
- Assures satisfactory and timely performance of all aspects of project control. Provide control of the contractor's submittals and as-built drawings
- Reviews contractor's monthly application for payment and advises Project Director/COR of findings
- Reviews and evaluates requests for contract modifications as to their need and whether they are already a part of existing contract requirements
- Performs quantity take-offs and assists in preparation of Independent Government Estimates (IGEs)
- Provides support to the Project Director/COR in all contract administration matters. Negotiates modifications and/or claims, interprets contract requirements, e.g., payment provisions, general conditions, and Division I of the specifications
- Participates in meetings and conferences as required
- Prepares minutes of meetings attended
- Maintains the daily construction log, organize daily inspection reports, track OBO equipment and project records
- Assists and mentors administrative staff
- Coordinates and cooperates with the Project Director/COR and other members of the Project Director's staff
- Undertakes other duties as assigned by the Project Director/COR
- Develops working knowledge of all technical requirements of project
- Provides Quality Assurance for ongoing construction project
- Reviews contractor submittals
- Prepares responses to Requests for Information (RFI)
- Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project Director
- Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders
- Reviews and evaluates design calculations and data from an engineering perspective
- Prepares Monthly Progress Report summarizing project status, with emphasis on engineering
- Other related duties as assigned by the Project Director
Minimum Skills & Requirements
- A Bachelor's degree (or above) from an accredited program and a minimum of seven years of experience required on construction projects of similar scope and value to the project supported by this Task Order. Design office experience shall not count toward an employee's experience
- A Professional Engineering License (PE) is acceptable in lieu of a degree
- Candidates possessing a four-year Bachelor's degree (or above) may be considered if they demonstrate a minimum of seven years of relevant Project Controls Engineering experience
- Overseas experience is preferred
- Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
- Knowledge of International Codes required
- Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required
