NEOM Project Summary: Saudi Arabian Bechtel Company provides an executive project management consultancy service (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.
NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.
Position Summary
- Working as part of a multi-disciplinary team in the Engineering Department, a Design Manager – Utilities is required to manage the design of wet utilities, designed by Employer’s consultants / contractors.
- Utilities Design Team is led by a Design Project Manager (DPM) and comprises three workstreams: Spine Water Transmission (SWT), Temporary Water (TW), and the Utility Crossings – wet and dry. Each workstream is led by a Design Manager responsible for the management of design from concept through to Issue For Construction (IFC) design including construction support.
- Reporting to the Design Project Manager Utilities and working with the existing team members, the wet utilities Design Manager shall be responsible for managing design activities across all workstreams in accordance with Employer requirements.
- A key part of this role is the importance of collaboration with design consultants/contractors, the Employer, and Employer’s internal and external stakeholders. The Utilities Design Manager shall establish regular meetings with these entities as required for managing, coordinating, and assuring the design.
Major Responsibilities
This is a “hands on” position. The Design Manager - Utilities shall be responsible for managing and coordinating design activities, in accordance with Employer Procedures and standards, associated with wet utilities. Specifically, the Design Manager shall:
- Chair discipline specific meetings – Engineering progress review, technical workshops.
- Plan, coordinate, manage, monitor, and report progress of design reviews of deliverables prepared by consultants/contractors.
- Provide technical guidance to team, Employer, and the consultants/contractors on an as required basis.
- Proactively support consultants/contractors during their planning activities to minimise downstream risks.
- Take an active role in the Employer’s formal design reviews processes.
- Carry out risk assessment through multidiscipline workshops such as HAZID/HAZOP, constructability reviews, space proofing, interface coordination with external entities, risk assessment & mitigation, design review by an ICE, etc.
- Coordinate with Procurement Department and support the procurement process.
- Take an active role in design reviews and provide comments.
- Report progress, critical issues, and risk to Utilities Design Project Manager.
