Major Responsibilities
This is a “hands on” position. The Design Manager - Utilities shall be responsible for managing and coordinating design activities, in accordance with Employer Procedures and standards, associated with wet utilities. Specifically, the Design Manager shall:
- Chair discipline specific meetings – Engineering progress review, technical workshops.
- Plan, coordinate, manage, monitor, and report progress of design reviews of deliverables prepared by consultants/contractors.
- Provide technical guidance to team, Employer, and the consultants/contractors on an as required basis.
- Proactively support consultants/contractors during their planning activities to minimise downstream risks.
- Take an active role in the Employer’s formal design reviews processes.
- Carry out risk assessment through multidiscipline workshops such as HAZID/HAZOP, constructability reviews, space proofing, interface coordination with external entities, risk assessment & mitigation, design review by an ICE, etc.
- Coordinate with Procurement Department and support the procurement process.
- Take an active role in design reviews and provide comments.
- Report progress, critical issues, and risk to Utilities Design Project Manager.

Skills And Qualifications
- Recognised engineering Degree in Civil or Mechanical from an accredited university.
- A professional license holder from a recognized licensing or registration board.
- Minimum 15+ years of relevant experience in design and management of large national/municipal water transmission pipelines.
- Detailed technical understanding of national and international code and standards associated with the design of large water transmission pipelines.
- Technical understanding of civil, mechanical, E&I, environmental, etc. requirements.
- Excellent interpersonal, analytical and communication skills (oral and written).
- Experience in managing the design/installation/operation/maintenance of wet Utilities design.
- Experience in both design-build and design-bid-build forms of procurement with contractors and consultants.
- Experience in field construction and inspection of Utilities systems for initial acceptance.
- Thorough knowledge of the work process for the design of large transmission pipelines, and the tools & systems used during design and verification.
- Proven track record of coordinating and delivering large scale transmission pipeline projects.
- Demonstrated skill in leadership and design management of larger transmission pipelines.
- Proactive, supportive, inquisitive, challenging and result driven.
- Ability to manage multiple assignments, changing priorities and work with ambiguity.
