Description:
Sourcing and Vendor Selection:
- Identify and evaluate potential service providers, such as subcontractors, consultants, and other professional services required for construction projects.
- Conduct due diligence and assess vendor capabilities, experience, and reliability to ensure they meet project needs.
Service Contract Negotiation:
- Negotiate terms, pricing, and service level agreements (SLAs) with service providers to secure favorable contracts.
- Ensure that contracts include clear terms on deliverables, timelines, payment schedules, and performance standards.
Vendor Relationship Management:
- Develop and maintain strong relationships with service providers to ensure a collaborative and effective partnership.
- Monitor vendor performance, addressing any issues or discrepancies to ensure service quality and compliance with contract terms.
Contract Administration and Compliance:
- Manage and oversee the administration of service contracts, ensuring that all parties adhere to the agreed-upon terms and conditions.
- Ensure compliance with legal, regulatory, and company-specific requirements related to the procurement of services.
Performance Evaluation and Reporting:
- Conduct regular performance evaluations of service providers, measuring their adherence to SLAs and overall contribution to project success.
- Provide reports and insights to senior management on the performance and value derived from procured services.
Risk Management:
- Identify and mitigate risks associated with the procurement of services, such as service disruptions or non-compliance with contract terms.
- Develop contingency plans to address potential service delivery issues that could impact project timelines or quality.
Coordination with Project Teams:
- Work closely with project managers, engineers, and other stakeholders to understand service requirements and ensure that procured services align with project goals.
- Facilitate communication between the project team and service providers to ensure clarity and alignment on expectations and deliverables.
Documentation and Record Keeping:
- Maintain detailed records of all service contracts, negotiations, and vendor interactions.
- Ensure that all procurement documentation is up-to-date and accessible for audit and review purposes.
Continuous Improvement:
- Identify opportunities for improving procurement processes related to services, such as streamlining vendor selection or enhancing contract management practices.
- Stay informed about industry trends and best practices in service procurement to continually improve procurement strategies.
Key Requirements:
Education and Experience:
- Bachelor's degree in business administration, supply chain management, or a related field.
- Proven experience as a contracts officer with not less than 5 years in a similar role within the construction industry.
Knowledge and Skills:
- Strong understanding of contract management processes, including sourcing and supplier management.
- Excellent negotiation and communication skills, with the ability to build and maintain relationships.
Technical Competence:
- Familiarity with construction materials, equipment, and specifications.
